Hey Inferno,

While the actual process wouldn't be that hard it may not provide the results you want. Many times the printing on the customize tags may be slightly off, and not perfectly centered as it appears on your image file. With borders, this can be a probably with it being thicker on one side, and thinner on another.

If you would STILL like to go through with this, here's the steps.

In the LAYERS Window, expand the "Guides (do not save)" layer/folder and highlight/select the "guides (turn off before save) layer. Use the Magic Wand tool to select the small portion of black inbetween the pink and blue guide lines. This should highlight the whole ring (this is the print bleed area, where it could still be shown on the actual tag, since it may print slightly off). Create a new layer, and make sure it's not within the Guide's folder. Now go to Edit>Stroke, and within that window, you would select the amount of pixels to use (I'd say about 15px) and Inside. Select the color you want to use (you can also select a color already seen on the canvas with the Eyedropper), click ok, and the border within the select lines will be colored. Also make sure to re-highly the black area, go to Edit>Fill, and do the same color, as the previous step just did the interior of the tag.
