Copyright/Image Help

First off I would like to thank Vince for the tags, I will probably order them soon but I have a few questions:

Can I use an image by Iowa Hawkeyes, I guess I want this logo (http://www.usaplayers.com/images/news/iowa-hawkeyes1.jpg) but I know it is copyrighted, anyway to get around that?

Also, what is the best program to create tags. I have Photoshop CS3, but would illustrator be better or what program should I use.

Every Speaker Tag is looked at by ASTRO Gaming so there is no way to get passed it.
